attention to it. In any case, Russia

should preserve her influence in the Three Eastern Provinces, and carry on the

various kinds of her work, especially in regard to the Chinese Eastern Railway.

The following instructions are given by the Moscow

Central Political Council regarding the political

situation in China :-

They

(1) The Habarovsk Central Committee should send members possessing profound knowledge of Chinese politics to proceed to Kwongtung where they should spare no effort in carrying out their propaganda against the Nanking

Government and Marshal Chiang Kai-sek. should do their best to secure the sympathy of Chinese armies and students of military training schools and Universities in the work

of opposing Marshal Chiang with whom dissatisfaction has already been expressed by

them.

With regard to the supply of ammunition and funds, it is up to the Habarovsk Committee to send them to Kwongtung from Vladivostok, for distribution in the different districts. (2) To make Shanghai a revolutionary base against

the Nanking Government, The political and

military affairs and the 'mufti corps'

(Tchon) of the Political Council should be early reorganized so as to be prepared, in the

future war, to join the Leftists of the Kumintang to oust Marshal Chiang. They should consider beforehand every means (such as assassination, etc.) for dealing with him, if
